You could hear the sounds of Sly and the Family Stone blasting on Pennsylvania avenue last weekend around 4pm. People were dancing, eating and having a funky good time at the 2023 Annual Billie Holiday Festival. The Annual festival is free to the public and took place last Saturday, September 2nd.
