As Second Chances Month is recognized nationwide this April, the focus on helping individuals successfully return to their communities after incarceration is taking center stage. In Baltimore, that mission is being carried forward through workforce development efforts led by NCIA and its Vocational Training Center (VTC).
Stable, well-paying employment remains one of the most effective pathways to successful reentry. Research consistently shows that individuals who secure steady jobs are less likely to return to the justice system and more likely to achieve long-term stability. NCIA’s VTC is helping to create those opportunities by offering free certification programs in high-demand fields such as HVAC-R, automotive repair, and Class B CDL training.
That impact will be on full display at NCIA’s upcoming graduation ceremony on Saturday, April 4, 2026, at 10 a.m. at Forest Park High School. Approximately 65 graduates will be recognized for completing programs designed to prepare them for meaningful careers. The ceremony will also feature keynote remarks from Delegate Sheila S. Ruth.
While not all graduates are returning citizens, many have overcome significant life barriers, including incarceration, homelessness, and unemployment. Through a combination of technical training and wraparound services such as resume development, mental health support, and financial literacy, the VTC equips participants with the tools needed to build sustainable futures.
Among this year’s graduates is Raymond Adams, a current HVAC student who is working to rebuild his life and create stability for his family. Encouraged by his probation officer to explore the program, Adams initially enrolled but did not complete it. After taking time to address personal challenges and focus on his well-being through support from House of Ruth, he returned with renewed determination.
Now nearing graduation, Adams is focused on building a long-term career in the trades and eventually becoming an entrepreneur. He also hopes to serve as a positive role model for his siblings and daughter.
“It’s actually a second chance because you’re not just one and done,” Adams said. “You can come back, you can reach out to people here, and there’s a big support system.”
Another success story is LaMonte Douglas Jr., a 2023 graduate of the CDL training program. After facing barriers to employment following incarceration, Douglas enrolled in the VTC through a reentry program and earned his Class B CDL license at age 26.
Today, he works as a bus driver for Blue Heron Transportation and is providing for his four children while building a stable future.
“At the end of the day, they gave me a shot and an opportunity,” Douglas said. “And I stood on my word, and that let them know they could do that for other people in the community.”
Since its founding in 1977, NCIA has served more than 25,000 individuals, offering vocational training, youth services, and adult support programs. In Baltimore alone, more than 1,000 VTC graduates are currently employed, collectively generating an estimated $40 million in annual wages.
As workforce development programs nationwide face ongoing funding uncertainty, the April 4 ceremony highlights not only individual achievements but also the broader impact of investing in second chances. Programs like NCIA’s VTC continue to strengthen families, communities, and Baltimore’s economy by creating pathways to opportunity for those who need them most.
