Programmatic Leadership and Support

Miya Savoy has supported children and families at Calvin Rodwell Elementary/Middle for 19 years. Her experience includes working as a Pre-K teacher and school counselor. She also serves as Empowered to Elevate’s Director of Fundraising & Community Partnerships. The ElevatED Math & Literacy Program will be led by Savoy and Rochele Howard. They both are experienced education professionals with deep roots in Baltimore City Public Schools. Howard brings 23 years of experience in instructional leadership, curriculum design, and data-driven practice. Holding advanced professional licenses in elementary education, mathematics, and special education, she will guide the instructional vision, ensure alignment to standards, and support targeted interventions based on student data.

Savoy explained that many students are continuing to recover from multiple learning disruptions, including periods of virtual instruction during COVID-19; interrupted schooling; chronic absenteeism; and inconsistent access to academic support.

“These factors have contributed to ongoing gaps in math and literacy skills. This program provides timely, structured support aligned with school curriculum and state standards, helping students strengthen foundational skills before gaps widen further. Early intervention improves long-term academic outcomes and builds confidence,” she said. “Many students are experiencing challenges in reading comprehension, writing fluency, and math problem-solving. These challenges are often linked to inconsistent access to academic support, limited instructional time, and learning interruptions. Targeted enrichment programs help address these issues in a supportive setting.”

Savoy added that parents can support learning by encouraging daily reading, practicing basic math skills, maintaining a consistent homework routine, and staying engaged with teachers and program staff.

“Creating a positive learning environment at home and celebrating effort—not just results—also helps build confidence and motivation.”
