Business, government, and community leaders gather to mark milestones in Baltimore’s inclusive economic growth strategy

The Baltimore Development Corporation (BDC) released the Baltimore Together 2025 Progress Report during the fourth annual Baltimore Together Summit, showcasing the city’s continued momentum toward building a more inclusive, equitable, and resilient economy.

Held from October 27 through October 30, the Summit opened at the M&T Bank Exchange before expanding across 15 partner venues throughout Baltimore. The multi-day convening brought together business leaders, elected officials, nonprofit partners, and residents to reflect on progress made under Baltimore’s Comprehensive Economic Development Strategy (CEDS) and to chart the path forward.

The newly released Progress Report serves as a key update on Baltimore Together, the city’s five-year economic development roadmap. This year’s report emphasizes strengthened collaboration with existing partners and highlights the critical role of stakeholders who support city-based businesses while advancing place-based economic initiatives across Baltimore’s neighborhoods. “This year’s Baltimore Together Summit proved what’s possible when our city moves with unity, purpose, and ambition,” said Otis Rolley, president and CEO of the Baltimore Development Corporation. “The conversations, collaborations, and commitments we witnessed underscore a simple truth: Baltimore’s future is being built by the people and partners who show up for it. The Summit’s opening day spotlighted Baltimore’s growing economic momentum, featuring conversations on advancing equitable growth, the public-private partnerships driving major investments, and the businesses choosing to establish and expand their footprint in the city. Leaders from across sectors shared insights on how collaboration and innovation are shaping Baltimore’s economic resurgence.

Throughout the week, participants engaged in 15 workshops hosted across the city, addressing topics such as collaboration, equity, data-driven strategy, sustainable development, and expanding economic opportunity. The 2025 Summit marked a record year for participation, drawing more than 1,017 attendees citywide. A recording of the opening-day programming is available online.
