Board of Regents Approval Marks Major Milestone in Downtown Westside Revitalization

BALTIMORE — A long-anticipated vision for the Downtown Westside took a significant step forward this week as the University System of Maryland Board of Regents approved the next phase of the University of Maryland, Baltimore’s (UMB) West Lexington Corridor development.

The multi-phase project will transform key parcels along the 600 block of West Lexington Street into a vibrant, mixed-use district featuring new housing, retail, recreation space, and enhanced public amenities. The approval marks a major milestone in UMB’s broader strategy to strengthen and revitalize the Downtown Westside while deepening its connection to surrounding neighborhoods.

“This project is a once-in-a-generation opportunity to transform a critical avenue of our campus and strengthen our connection to the neighborhood,” said UMB President Bruce E. Jarrell, MD, FACS. “We are excited to take this next step toward creating a more vibrant, inclusive, and welcoming district that supports our students, faculty, staff, and the broader Baltimore community.”

A $263 Million Private Investment

At the heart of the redevelopment is a collaborative partnership between UMB and Wexford Science & Technology, along with development partners GMH Communities and Graffito SP. Together, the team will deliver approximately $263 million in private investment across two phases.

Phase 1, known as the North Quad, will introduce roughly 750 beds of new multi-family housing. Phase 2, the South Quad, will add approximately 500 additional beds. In total, the development will create more than 1,300 beds of housing open to graduate students, faculty, staff, and members of the general public seeking to live in a dynamic university district.

The plan also includes up to 25,000 square feet of activated ground-floor retail space, supported by a UMB-held retail master lease to help ensure vibrant storefront occupancy and curated tenant selection.

Building Community Beyond the Classroom

Beyond bricks and mortar, the West Lexington Corridor aims to cultivate what university leaders describe as a “third space” — a recreation complex featuring indoor and outdoor gathering areas designed for connection and community-building. An outdoor recreation space will debut in Phase 1, with additional shared spaces incorporated throughout the development.

Wexford has committed up to $300,000 annually for corridor programming, helping activate the district with events, engagement initiatives, and placemaking efforts.

Infrastructure and public-realm upgrades will also be central to the project, supported in part by UMB’s $18.4 million capital investment. Improvements are expected to enhance pedestrian safety, connectivity, and overall neighborhood aesthetics.

Part of a Larger Westside Momentum

The West Lexington Corridor is the first major development under UMB’s Vibrancy Initiative — an internal effort focused on placemaking, connectivity, and elevating the campus experience.

It also aligns with other major investments reshaping the area. UMB is currently constructing a new $120 million home for the School of Social Work at West Lexington and Greene streets, expected to open in late 2027. Meanwhile, the State of Maryland is renovating the former Social Security Administration complex at Metro West into the new headquarters for the Maryland Department of Health, just one block north of the corridor.

Together, these projects signal growing momentum for the Downtown Westside, an area long challenged by underutilized properties and stalled investment.

By transitioning land-banked parcels into productive development sites, UMB is returning properties to the city’s tax rolls and unlocking broader economic opportunity for Baltimore.

Pending approval from the Maryland Board of Public Works and subsequent Baltimore City reviews, Phase 1 construction is projected to begin in 2027, with initial openings anticipated in 2029.

For UMB and its partners, the West Lexington Corridor represents more than a real estate development. It is a strategic bet on Baltimore’s future — one that blends housing, retail, public space, and partnership to help reimagine a critical stretch of the city’s Downtown Westside.
